Beautiful and interesting bike! About what year would it be from?

I'd like to see under that front fender to see how that front plunger brake works. Is it a spoon mechanism that rides on the front tire? I'm also a bit confused about the lever on the seat post. What is its function?

The Lepper saddle is a familiar name. I believe they were still OEM spec on Cannondale touring bikes just a couple of years ago.

I have no idea what year could it be but it seems old one. If one wanted to know about how old is that bike one could've get into company's history. Panther is a company which biult motorcycles in second world war times. I think the panter is 35 yers at least...maybe elder

I make some pics of front plunger brake soon and put them here.
The lever on the seatpost is a ancient seatbinder. Inside the seatposts is a spring and when relise the lever whole seatpost comes up. It could be helpful for woman to maintance a seat position
