Rust Spots on Frame?

Rust Spots on Frame?

I bought a "classic" Motobecane a few weeks ago, and it seems that it was left outside a time or two (or three or four), with the result that there are a couple of rust spots on the frame. I do not want to repaint the frame, what I have in mind is to stabilize or remove the rust and touch up the spots (assuming I can somehow match the paint). Any suggestions on how to deal with the rust spots?
