Surplus Leather Panniers--Are these for a bike?

I found these WWII vintage leather panniers today for $20. Leather needs some reviving, but they fit the back rack pretty well. The question this forum might be able to answer is--what are they? They could be bike or motorcycle panniers, or mule panniers for all I know. They seem to fit OK on the bike, but only on the shortest setting.

I like that attitude! Those fricking chains that hold them up looks like they could support a mountain climber. The weight isn't a huge problem for the heavy electra, but the back rack I have on there is pretty weak.

I'd ditch the chains for some nice leather straps if you intend on using them, otherwise keep the chains and hang them in the barn!!!!

I'm thinking that they're motorcycle panniers, the kind
that you'd see on pre WWII couriers (and during war).

They may well be for a motorcycle. I was thinking they were Army mule bags, but those chains would make a mule mighty angry. They have enough length to span the back of a motorcycle or the front of a sidecar.

Found a Stamp!

I took a closer look and found a stamp

"FRITZ WYSS, SATTLER"
"STUDEN/AEGERTEN"
37

And then it has a Swiss cross in a shield.

So apparently this is SWISS made by a fellow called Fritz Wyss, who was a saddle maker. This was a student model No. 37. But what was it for? A Swiss motorcycle?
