weinmann rim naming convention..

I have a weinmann rim with the name 913-622 on the wall. The 622 makes sense, but does the 913 refer to 13mm width?? Only reason I'm asking is because I have some 700 x 35 tires and am not sure if it is safe to ride it on this rim??

Also, how does someone measure the width of a rim? Closest to the opening right beneath the rim bead?
