Which vintage raleigh should I get?

i am looking at two vintage raleighs. my end goal is to have a classic 3-speed looking (although doesnt have to be 3-speed) bike that runs well and can be a commuter.

the first one: https://losangeles.craigslist.org/wst/bik/326053758.html
1970s raleigh 10 speed. brooks seat. needs new tires and probably some other things (havent seen it in person)

the second one: https://losangeles.craigslist.org/lac/bik/324597182.html
1980s raleigh 10 speed. has new tires, tubes, cables. i would have to add fenders, change the handlebars, and a rack. (would probably take more time but looks nicer)

Well, those are two very different frame sizes with the first one much larger than the second. Which one fits?
