Hercules 3sp cranks w/french pedals threads?

Hercules 3sp cranks w/french pedals threads?
I'm building up a 1962 Hercules 3sp (Raleigh) for a friend. Everything is original, all the parts have the small Hercules stamp (stem, seatpost, cranks, etc.), frame has made in england, etc. The weird thing is that some of the parts are french threads, while others are bsc.
The cranks are French threaded for pedals, the stem and bars are French standard diamerter 22.0/25mm, etc.
Is this normal for a Hercules or am I dealing with a weird Raleigh standard. At first I thought it was just the stem/bars, but went to 'upgrade' the pedals with an old set of bsc ones and they didn't fit. Tried a set of french pedals and they fit perfectly, what gives?

I think it's just a French thing. I'm quite certain it's not an English thing. We simply don't do that sort of thing, you know.
