Voyageur stem question

I just got a Technomic quill for my Voyageur, but it does not fit. Too large. The original stem is Sakae stamped .833, which looks to me to be 21.15 mm if my math is right. The Technomic is 22mm. Are some of the older 7/8 or 1" off sized?

Lots of old Schwinns used .833" (21.15mm) stem/steerers. I would think the Technomic is 22.2mm, which is the most common size.

Ive been struggling to find a nice stem for my voyageur also. Unfortunately to make it ridable, I think I am going to have to swap out the fork.
