stamped seat post

anyone seen this before? any idea what it might mean? i'm thinking army bike part, and when i take it out of the frame i'm betting on the end being threaded so it could perhaps be used as a silencer?

I have no guess as to the stamping on the seatpost, but if you just want more info on the Carlton, check this site:
http://www.carltoncycles.me.uk/home.htm
if you have other serial numbers on the frame or fork steerer, he may be able to date it for you.
BTW, the crank is a Williams (E. Williams, Birmingham).
