I have no idea, but it has quick release wheels, so it must be valuable. If that is the only thing the seller can think of to say about the bike, you have to assume the seller is not the owner.

I'd speculate the exact opposite. I see/hear this all the time from sellers, many of whom are the original owners. During a certain period, I'm sure quick release wheels were a big selling point at LBS's, and the buyers remember this detail.

Sorry I can't help on the ID...try getting the seller to email you the original higher-resolution photos and then post them here.

The guy who has the bike for sale bought it Ebay from a nice guy over in Twinsburg. He was selling off some bikes (I snagged 2 of them) but missed out on 2 due to them closing during the day and not being able to check E-bay. I saw that bike when I picked up one of the ones that I won, it has 4130 maintubes and not sure what else. The CL lister paid maybe $20.00, did nothing too it and stole the pictures in the CL listing from the Ebay person he got the bike from.

Let's see, with a chro moly main frame, and the multi color paint scheme, add stem shifters and turkey wing brake levers, I'm guessing that's a mid 80's Nishiki probably a Sport. A good entry level bike but not something special.
As for value, I have to admit, in this area (Raleigh, NC) chro moly main frames bring more money than a basic hi-ten frame. I've noticed that Nishikis seem to be bringing a little more than some of the more common brands (I tend to notice what a Nishiki sells for). I think $85 is at the upper end of the price zone, but not unreasonable. If I owned that bike, I'd put some new Performance tires on it and ask $85, and have no trouble getting it.

The pics are so poor that it's impossible to tell the model. But it does appear to be entry level, based on the clinchers, stem shifters and safety levers. And mid 1980s seems about right.
