I dont know for sure. Maybe late 80's, early 90's. Lugged steel. Chromed head lugs. Nice and tight wheelbase. Basso has a pretty good name
What kind of tubing does it have. Look at the sticker on the seat tube. Looks like old vinyl tape for the bar wrap. Need some more info on it other than just a stand off picture.
If it aint bent or broke, and the bottom bracket is not stripped, I bet its probably a pretty good bike to fix up.
