BTW, does anybody recognize that (tubing) decal sticker on the seat tube with a hang glider pictured and "Super___", seems like I've seen it before, but I can't place it....Ishiwata? Tange? Or is it something completely different, applied by the guy who put that cr*p fork and 27" wheels on this frame?

yes, 10 years later I have seen that sticker and it's not a tubing decal but a gruppo decal...SunTour Superbe Pro...still have no idea who made your frame, but I still think it's a high-quality JP maker...

I have found a bike that has the same seat stay caps and BB shell. A Japanese njs Bomber Pro Keirin track racing frame. Some pictures are on a Japanese internet auction site, so the pictures will not be there forever.

Wow, it's amazing what keeps popping up, great work on finding that (and associating it with my original post).
I think those lugs, BB etc must have been popular with a lot of Jap builders.
I haven't got very far with this one, but it looked quite nice with the paint stripped and a better set of forks (but not a true matching set).

(Of course, I replied BEFORE I got to the 2nd page and noticed you saw it 2 years ago...)
The hang glider was part of the Superbe Pro logo. Mr. Kawai's son in California came up with that, even bought the hang glider used in the photos. We never understood the connection between hang gliding and bicycles, maybe some kind of indirect feeling of "freedom?" The Japanese were big on non-direct and inferential marketing. I had to make them take lifestyle photos of Shimano-equipped bicycles out of the Suntour catalog. While it seemed strange to me to showcase your competitor's products in your own marketing materials, they considered them "only image photos," as if their evocative power was more important than the "have fun riding our competitor's products!" message.

Your frame's tubing decal may read "Superbutted" or "Superset", maybe there is an image on the web somewhere. But both of those would suggest Italian tubing.
I would weigh the frame and get the angles measured, and perhaps then focus on finding an appropriate fork.
I realize this is a zombie project that might not have current relevance to you. But it does seem like a high-end frame.
