I concur. I would not radial-spoke any vintage hub, for fear of cracking the flange.

I sold a bike with the same hubs and clearly they were original to that bike, circa 1980 IIRC, and I was surprised at how good and true they were considering the age and dubious "drillium" treatment. I'd say have the spoke tension checked by a bona-fide expert since that would be crucial in getting a safe wheel with this hub, but that said...it can be done and has been.

Schwinn sold Paramounts with hubs drilled like that at one point.
As long as the extra holes are nicely chamfered with no sharp edges I would not worry about it (if you are an experianced wheelbuilder).

Possibly stupid question: which holes are for spokes? Is it obvious?
