ID These Cranks?
This is a photo of the cranks on a Witcomb touring bike, seen on Classic Rendezvous.
What's up with the bottom bracket spindle? Is this some type of cottered crank I have never seen?

These are the aluminum TA cranks, and yes, it's cottered. I forget the model, but there've been a couple threads about it recently.

TA Criterium. The cottered/cotterless innovation allowed the cranks to be removed without an extraction tool and the chainline was adjustable.
