Powder coating rims is OK, right?

It won't ruin the fitment of the tire and spokes?

You're not trying to powder coat a laced rim and tire too are you?
If so, no--no that is not OK.

I don't see why it would be a problem for tire fit, especially since you will want to mask the outermost portion of the rim in order to keep your braking surface.

Its the ENTIRE rim. Minus the spokes/hubs. The outside. I'm running a single speed coaster brake on the bike.

Sounds like a PERFECT application for powder coating. It's often done on motorcycle wheels because it is so very strong a finish and there are no issues with brake tracks as there usually are on bikes with rim brakes.

Yea I was going to paint the rims myself. But kind of scared/and probably a waste if I painted it. Wouldn't the paint eventually just chip right off?
