Which Rims to Build On?

I'm restoring this bike (not quite vintage, but mid 90's) and I've decided to build a clincher wheel set but have been having some difficulties finding a set that fits my requirements.

Here is what I have:
Campy Record High Flange Pista 28H front hub
Campy Record High Flange Pista 24H rear hub
Front fork built for 650c
Rear built for 700c

So, I need a 650c front wheel with 28H and a 700c rear wheel with 24H.

Preferably I'd like to not have machined sidewalls. I looked into Velocity Deep-V's but they do not make a non-machined 650.

If I have to go with machined, I checked out Mavic CXP-33's. They make a 28H 650 but they do not make a 24H 700.

Anyone have any suggestions? Any feedback would be greatly appreciated.

(I also don't want to purchase a rim with, let's say 36 holes, and skip holes when lacing, etc)

Thanks,

Steve

That is one odd-looking bird.

Why would you want less holes on the rear rim than the front? I was taught it should always be the same, or more than the front. If it's because of the hubs you have, I'd swap them out so the 24 is on the front. You'd have to rebuild two wheels, and probably buy all new spokes, but you'd have a proper end result.

When riding track, most of your weight is over the front wheel, hence the higher spoke count.

And you can't really swap a rear fixed hub to the front....unfortunately (I doubt I could find a 650c 28, either).
