Looks like a French road bike from about 1968 to 1972 era. Simplex derailleurs, Nervar steel cottered cranks, Mafac or CLB Brakes, probably Maillard High flange hubs. Could be any name out there. Don't think it is a Peugeot though, wrong color. LeJeune, Mercian, etc. My best guess.

I'm not convinced that it's French. Lots of non-French cheap bikes used cheap French components.
Speaking of cheap, those look to me like cheap 3 piece pressed steel hubs. Definitely not Maillard!
