If the pedals or cranks say "9/16" on them, they are not french thread. If they have a size in mm, then french. If they don't say anything, get an old 9/16 english thread pedal and try to thread it on the crank. I believe the 9/16 will be too big to thread on to the french crank arm, goes in a few threads and stops.
