It's TT frame that has a heart engraved in the front lugs..but on the fork and a piece between the backstays there are cinelli engravings..Don't know anything else about it..

(Oh, and a serial number would probably help a lot in finding out what it is, what year it is etc., it'll usually be on the underside of the Bottom Bracket, on the backside of the seat tube, or sometimes vertically oriented on the head tube.)

The chances of that bike being a Cinelli are as good as nil. Much more likely that it made use of Cinelli framebuilding components. Remember that Cinelli was one of the very first to get involved in the aero frame trend with their Laser, so they definitely wouldn't have made an alternate model. This situation comes up all the time when people mistakenly think that Cinelli BB shell or other flying "C" labeled parts necessarily mean a Cinelli made bike.
