As the title implies, does anyone know where I can get new bearings for the headset on my 1980 Schwinn Voyageur 11.8?

Just buy loose balls from your LBS. About $5 will buy you a package that's more than you need. Probably 1/8" balls but let someone else confirm the size.

I will check them with a caliper. I didnt know if they were generic or "special" I am starting to get the notion that everything "schwinn" is generic. Thanks for your help.

In this case, no.
Your 'Schwinn' is in fact a very nice Panasonic with standard headset, stem, seat post, and BB specs.
One of these came into the store last month for a tune-up. Nice enough bike that I made an offer.

Well I will tell you the truth, I love this bike. It is the second road bike I have built but the first one I have pulled down to the frame. I built it up first time just tires, tubes, new cables, housings, bar tape, brake pads. Pulled all the components off the bike and cleaned and polished them. Got everything back together, took it for its maiden voyage, 2 miles in BAM, front wheel hit a riff in the junky pavement we have here and I ended up with a cuncussion and a busted helmet. I was doing about 20 on her. This bike is a very comfortable bike, very easy to do distances on. Problem is, it is a 25" LARGE frame and almost too large for me to ride. After the crash I messed up the brake levers and hoods, bar tape, and the original wheels. Also bent the original handlebar up. I love the bike and want to build it up with newer components since I trashed some of the originals, but I dont want to throw all that money into a bike that barely fits me.

They're nice bikes, but the ubiquitous 25" size was really too large for me, too, so I sold it. Here's a pic of my '81:
