No Fuji bike is a POS.
But, name notwithstanding, it is not a "Special" bike either. Stem shifters, kickstand, and safety brake levers point towards middle to lower end Fuji.

In LA, the land of the 160 dollar 10 dollar bike, 30 bucks for a decent steel frame aint too shabby, although I don't know why I'm even looking at this I don't need another bike

Bottom end gas pipe bike. But if it fits, and the price is right, you might try it.
I would hold out for a better bike, one with alloy components and a cromoly frame.
