Which make is this head badge?

just seen a bike on ebay which looks a bit odd, its not got down tube shifters, theyre like mountain bike grip shifters, but it is a racing bike, and its a lugged frame.
The only way of identifying this seems to be by a logo on the headtube, which i dont know if its genuine.
The logo has olympic rings, which I know were quite popular to put on bike frames during the 1980s, but think this frame may be older

That's an Olympics sticker, jury rigged to look like a bike logo. It's not a brand at all. the bike appears to have been very crudely painted. There is not way to tell by the photo which brand the bike is, please supply more photos specifically of the lugging, bb, etc...
