Cloth tape and Shellac
I want to wrap and shellac the bars on one of my bikes. I have the tape and the flakes, but I'm not sure how to start off. The main problem that I'm facing is that my (non aero) brake levers don't have hoods, so I don't have anything to hide the tape in that area. I'm not sure how hard it will be to get the wrap to conform to the hoods.

Does anyone have any tips, or any techniques other than clamping the levers on afterward?

you could do a figure 8...
wrap from the bottom, then when you get to the levers, do a big swag around the back, over the top, down the outside, then loop back to the top again. Hard to describe...
You don't need to use the gimpy little pieces of tape under the clamps, and it looks good when done right.

If you want to do the figure 8 thing, you might want to get one extra roll so you won't run short. Otherwise, you might find yourself re-wrapping 3 or 4 times to keep a consistent overlap all along the bars.

can you remove the brake levers but leave the mounting post still attached?
that's what I did when I wrapped the bars on my Zieleman. Once the bars are wrapped
and shellacked remount the levers and it looks great.

I think the best course would be to get some hoods. You didn't mention what brand you're dealing with - anything here that would work?
I didn't know that that worked with cloth tape, it doesn't seem stretchy enough to conform to the levers.
Does anyone have any pictures of either methods of wrapping?

actually... you may be better off with these:

they fit real tight on my shimano 600ex's, which are very similiar in demension to your superbs (assuming you levers aren't the aero versions)
I believe the campy hoods are more slender than the suntour's brake levers
