"Horse-y" front derailleur, what is it?

I helped a friend buy a Mixte and did a quick wipe-down and chain lube. It's a Raleigh Grand Prix (England) from late '70s early '80s, has some Japanese stuff but Weinmann CP brakes and Maillard hubs. Noticed the FD (nothing special) was one I'd never seen before: has a stamping on the cage of a running horse. My friend asked "what brand is that?" and I had no idea. Can't find it in VeloBase cause I don't know where to look.
