I've heard of people doing that to keep from getting their saddle stolen, but never seen it.

That is an odd mount, at least for the left-front brake lever. Maybe easier to reach if one is using the steering wheel.
Everything in front of the head-tube will turn with the steering, so bars may be indirectly connected to the steering wheel (which does run through the head tube to the fork).
If it was a car, that disc on the back would hold the spare wheel and tire. On a bike, I'm not sure. Typically the front and rear wheels are different so a single spare wheel wouldn't make much sense. However, it would be possible to make the front and rear have the same spacing, and thus would accept a spare wheel.

I posted this one before. It's still not moving, at $70. It seems to have a pretty quality set of silver Shimano 8-speed with Rapid, not EZ fires. Perhaps Deore level or contemporary equivalent, though I'm not certain. Maybe it's not for sale to non-members, maybe we aren't buying because of Prop 8? Maybe it's the weird 6 bolt crankset or the Shimano decal that apparently says "SHIMANO DECAL"?

I've always disliked bikes like this, made as go-alongs to some super expensive car. This one is probably made of all top components of it's time and state of the art materials, but it's a monstrosity in every way. I always envision the car buyer being some older, out of shape guy with lot's of money who probably rides it once around the block after he picks up the car, and then never again. Total waste of resources..
