That was the sort of film - same quality film as you scrape off your dog's teeth - Officer Smiley brought to his class Safety-Series. That is until the kids stole his Dangerous Drugs display. He stopped coming after that...

I can't see YouTube from work, but, if this is the film I'm thinking of, there is a nice, new, red 1963 Varsity in there.
Mine's not as nice (but has a better stem) -- here is the bike with the original owner -- and the stem:

I guess my main problem with it is that it's largely scare tactics. Almost all of the kids would have been fine if they had just paid attention. Brakeless kid could have seen the steamroller and either bailed or made a very fast turn against it. Varsity kid could have just opened his freaking eyes. Angry girl could have just gotten over herself, or dropped those fools she was riding with. The kid riding against traffic could have just paid attention to someone moving around in the car, or at least not been riding so close to the cars on the side. Sure, sure... maybe this was just how they did it back then when it came to instructional videos and PSA's, but it's simply scare tactics.

What a great video.
Its a period piece by all means. Its just not how they do PSA's anymore, but it still conveys the message.
Those are some super freaky monkey masks.

In the early 1960's here in So Cal whenever one of my friends would get caught by police riding double, or with no hands or some other violation they would have to go to safety school on Saturday morning and this film was one I heard about.
I never had to go because I never got caught.

ok this is driving me nuts. At 3:00 what is hanging from the front hub? Is it a watch? what for? Was this the thing to do back in the day or something?

It is a hub polisher. Basically, a leather band with a (sometimes reflective) weight on it. Keeps the hub nice and shiny.

Edward Everett Horton, did the narration for that safety film. I remember his voice from the old “Fractured Fairy Tales” cartoons that they used to show on the Rocky & Bullwinkle cartoon show. I’ve seen a better version of that same film on Youtube, where it doesn’t skip around as much and it tells why the monkeys all put their lunch bags with the one rider, but I don’t know what the title is that they used for that one. I still like that film though, it reminds me of grade school, and the films we used to watch then.
Edit:found the other version... https://www.youtube.com/watch?v=cQgAMkMmsfg

Such folks ought to have their rears surgically stitched to a chair to fester until they grow out of it (Presto - one new school scare film).
