That's older than 1984; hard to tell from the one poor picture, but I'd say 1981 at the newest. Still, a nice bike, and an interesting, non-stock paint job.

I wonder f the bent fork on this is one of the parts that has been swapped around. Looks like it is bent right at the very top of the blades or the bottom of the steerer.

I don't think it's bent, there is another pic that has just the headtube and fork and it doesn't appear bent there either, but there is always that possibility so someone would have to check that out very carefully before they buy..

Yes; Peugeots often used head angle much steeper than their seat angles. Worth checking out, if you're local.
