identify this bike?

hi need to identify this bike. got from a friend and tank is not original. fabricated and placed a ranger sticker. chain guard, head lamp not original. american? european??? cant find serial number?see attached pictures thanks

That frame looks to be a Mead. US-built in the 1920s.
