Another mystery in need of master sleuths (ID my bike!)

Just acquired this today cheaply from a guy who was mystified as to its make. It has (what I think are) fairly conspicuous markings that I thought someone might have come across. Does anyone recognize them? Also, what are the little doohickies on the downtube? The headplate is missing, and the parts are all mismatched, including, I'm pretty sure, the whole fork/headset/handlebars, but it's a road bike in fairly good shape (rust notwithstanding) and pretty light.

It's definitely a Peugeot of the AO-8/UO-8 etc. family. Those lugs and the downtube pump pegs were used from the late 1960s into the mid 1970s. Peugeot often stamped the serial number into a small metal plate and riveted this to the bottom bracket shell, much to the pleasure of bicycle thieves everywhere.

The all-chrome fork is a replacement. The original would have been all-paint (AO-8) or half-chrome (UO-8).

Low-end French is all I'll say, though the round hole Normandy hubs point to 60s...

Peugeot pretty likely. I think the doohickies you mean are the braze on cable guides.

My bike has the same "doohickies". They are to hold a frame pump on.

Right, it's a Peugeot UO-8, probably from the early 70's.

The wheels have been replaced with wheels that have Campagnolo Nuovo Tipo (new type) hubs. The handlebars and brake levers have also been changed.

The frame has been repainted, possibly by hand by an amateur. The fork has been replaced.

A lot of rust has accumulated.

Thanks, y'all! I'm looking forward to fixing it up and possibly converting to a fixie when I get up the nerve. Any advice you're willing to proffer based on the pix will be welcome, but not expected.

I'm going to disagree about the fork. It's a UO8 for sure but I think the fork is original. Look closely at the crown, it looks just like the original Peugeot UO8 fork crown. I think they just stripped the paint off. I'm pretty sure it would have been fully chromed under the paint.
