Tire Size Question / Clincher

Hi;

Just bought a bike with mid 80's UKAI clincher rims. The marking on the rim is "700 x 25C".
Does this mean the rim is limited to a max. size of 25C (25mm) width. I would like to order some new 28C tires but am not sure if I am limited to this 25C size.

28C tires work well with rims that have 14-20mm between the inside edges of the flanges. The only 1980's era Ukai rim I'm aware of that exceeds this is the 20A. It is only 13mm.

And it will ride very nice with about 80-90 psi in those tires.
I'd love to have a set of rims like that for a mixte build. Those centerpull brakes don't do narrow rims all that well.
