Buy 700 x 23cm tubes. Performance has them as does Pricepoint, both Presta and Schrader valves.

My Continental and Schwalbe 700C tube boxes indicate that they fit 700C and 630 mm (27") wheels.

+3 Just use 700s. I used to stock both 27 and 700 tubes. It was a waste of money and space. Now I just keep two sizes of 700s and call it good.
