Bought this for parts and I was curious if anyone knew the maker and/or approximate age?

No other pics yet, my dad bought it for me at an auction in another state and sent me the pic. I'll see if I can get him to send another one or two. No headbadge, and the chainguard is bent at a 90 degree angle so i can't quite see the shape. I was going to ask why pre-war or 40's but then I realized it does have a skip-tooth chainring! Too cool, first one of those I've found. I wanted it because it had a license plate from my small rural hometown which I had been hoping to find for a few years now, (it was actually wrapped around the head tube like a head badge) and an Androck front basket.
Maybe a Ward's Hawthorne like ebay item 170400692822? Has similar swirl pattern chainring though i think a different number of holes... I think mine has a Troxel seat.
