What do these numbers (on my Schwinn Sports Tourer fork) mean?
On the front, 2 circles with I S then a 4 and a J;
On the back, C P S G;
and are the masking tape remnants a Schwinn factory thing?

those are super-secret numbers coated with layers of paint and never meant to see the light of day... 
Not sure what they mean (the headbadge stamp will tell you more) but I am eager to strip a Schwinn frameset I have (DOB: 1988) to see whether it has similar numbers.

September 74? The frame is stamped March 73. I wonder if the fork was replaced at a shop when the bike was young? That would explain the masking tape maybe.

Sports Tourer frames were often built way ahead of when the bike as built. Schwinn was still using 1974 frames on the 1976 and up Superiors. No head badge stamping until 1976 so it is hard to know exact build dates. Roger

CPSC makes a lot of sense because I'm guessing that Schwinn had to retrofit a batch of bikes to meet the standards around that time. Specifically, they would have been modified to have a front wheel retention mechanism. That would explain a different year on the fork than the frame.
