Weird Bianchi

The next door neighbor of one of my customers has a very strange (to me at least) Bianchi roadbike hanging from the rafters of his garage. It appears to be of similar frame construction to this bike which I've been watching on da 'bay. The frame is like a mix of a standard roadbike and a mixte. I have yet to get a good up close view of it but I have asked about it once. He was a bit stand offish so I didn't press him on it. He just related that he thought it was very rare and that he hadn't ridden it in many years. I asked if he'd sell it and he didn't give me a clear answer.

Does anyone know what it may be? After viewing the auction of the french bike it piqued my interest in this oddity once again. Perhaps if it's something worthwhile I will knock on the door with cash in hand.

For that price, the least the seller could have done would have been to fix the brakes and cleaned the bike... Yikes.

does it look like an old 'balloon tire' bike or does it look newer like a mountain bike?

Clearly a roadbike with 700c (maybe 27"), drop bars, double crankset and at least 5 speeds out back. The frame is constructed nearly identically to the French frame linked to above.

you need one of those "paparazzi" camera witht he big telephoto lens so you can take some pics.
