It's unrideable. Give it to me for proper confiscation. And throw a Paramount in the box while you're at it.
On a more serious note, I'm not a carbon guy, but I'd think that the frame is actually unsafe.
EDIT: However, if the carbon fibers themselves are sound, it may just be aesthetic. But again, I'm not the carbon guy.

Are you certain this is a bicycle frame? It has all the look of some So. FL. snake, upon which someone installed a few transfers.
You just didn't notice it was a a snake because it is about to shed its outer skin, so it is in a "stiffened" state for a few weeks as it prepares to loose its outer dermis.
Don't ride this bike, err, I mean snake, it could either bite you, or strangle you, or squeeze you to death, and then swallow you whole. Mum would not be pleased.

It has been abused through it's life plus, it doesn't look as though it has been properly cared for. You can't leave them in the sun for long periods. And, if they get damaged, there's a good chance it'll have breakage problems where it is damaged. I wouldn't ride it.

I am no expert, but it doesn't look delamination to me. I have seen bubbles like that on many early carbon bikes. Usually just cover it up with clear paint or nail polish, so the fibers underneath do not expose to elements. Do you see any loose fibers or shards?

The clear coat has been exposed to UV for quite awhile it seems. THAT IS cosmetic but I wouldn't know about the carbon fiber underneath the clear coat. That can be sanded off and re-cleared.
