Handlebars for Philippe stem - 22.0 diameter 25.0 clamp?

Handlebars for Philippe stem - 22.0 diameter 25.0 clamp?
Dear Bike forums:
I'm presently restoring a beautiful 197X PX-10. I've had strangely good luck at finding several of those quirky proprietary French components including a very attractive Philippe stem with that faux-lug look and hollow back ($5!) and Stronglight 93 crankset ($10!).
But!
I need some handlebars to fit the Philippe (22.0, 25.0). Would it be awful to assume that a bar with a 25.4mm clamp would fit with some finesse of installation? Or do I need to continue scouring the internet for those oh-so elusive 25.0s? Anyone wanna sell me some? Thanx!

...now that I do a little more research into the stem itself, it's looking like it may be a 25.4 clamp after all - boy, do I feel silly.

Bump!
After calipering the damn thing and trying a couple of 25.4 handlebars on my beautiful stem, lo and behold it actually IS the 25.0 obsolete French standard.
Somebody help me out and sell me a set!

Gee whiz, both ebay and the internet-at-large seem to be fairly devoid of these brands. In fact, a cursory glance at the Google results for "25.0mm handlebar" and related searches yield little at all People seem to improperly label them as 25.4...

Have you guys had great luck sanding down stems? It would be a shame given the purty-ness of the Philippe, but it would probably make my life a little easier to use a Cinelli or some Japanese thing.

Sanding a stem takes me about 20 minutes with emery paper. I use duct tape to mask the are to be sanded, so there are no scratches that show. Two of my three French bikes have sanded stems
