That's an imaginative if not especially successful effort to conceal the fact that a fork has been badly bent in a front-end collision--rotate it 180 degrees and hope no one notices.
This is also the first time I've ever seen a bike described as "Jewish."

Backward bent fork!......like the owner thought we would not notice those leading front dropout eyelets??....FAIL!
Maybe he thought the dazzle camo paintjob on the fork would hide it!
Still interesting Israeli (as the owner calls it, "Jewish?") bike to have though! I wonder what tubing was used....
