Jim Blackburn rack ID

A friend pulled these off some bikes and gave them to me 'cause he didn't want them. Can someone enlighten me as to what the accessories are they are made for? It looks like there are velcro type pads for a top-mounted pack and there are tubes that may be for hanging panniers....also, straps and the wire hangers/tensioners you see in the photo (sorry for the double post...this is also in the CotD thread)

I seem to remember there being a line of panniers that had a sliding attachment system that would have slid into the horizontal slot on each side of the rack.
