84 Trek 520 Canti Brake issue?

I was putting some newer Cantis on the bike (tektro 720's), and they wouldn't work out!

With the bolt fully tightened, the brake was moving fore/aft a bit. It was really strange and I've never had that happen before.

Has anyone experienced something like this? How did you fix it?

you can get shorter bolts or use some washers to get it a little tighter. there should be a very small amount of play.
