Raleigh Pedal Overhaul
I have a pair of great original pedals from a superbe and i want to take them apart to get at a little bit of rust... i cant seem to figure out how to get them apart. I see the nuts through the rubber platforms but when i try and loosen those the entire bolt turns.

There is usually a dust cover on the outside end of the pedal which needs to be removed, though it depends on the year of the Superbe whether that would be true for your pedals.
Do you have any photos?

You will have to try and hold the rivet end down with a pair of vice grips or a bench vise.

any suggestions on how to hold them down? It seems like there some kind of a cap on top of the nut. do i need to get that off first?

I don't have a set of those pedals in front of me and I can't tell for certain by looking at the pictures, but it looks to me like the ends of the bolts have been peened. If you want to take them apart, you will probably have to either file or grind the ends of the bolts till they are flush with the nuts. I think an easier solution is to attack them in place with Brillo pads -- seemed to work fine on a recent set.

My advice is to stop working on them.

You can't rebuild those. They're German-made Union pedals, made to Raleigh's specifications. They are a copy of Raleigh's last generation of rebuildable pedals, which were dropped in 1971/2.
If you try to take them apart, you can throw them away. Best thing you can do is flush them at the raceway gap and inject them with oil or grease (if you can find a way to cap the end).

It's not unheard of to swap the pedals on old Raleighs out for some MKS touring pedals. The MKS's look nice alongside the heron chainring, too.
