Its a department store bike, probably made by Huffy or one of the similar contract manufacturers. You are not going to find information on a Penneys bike. They didn't make anything. They just had contract companies put decals on bikes for them.

Thank for the answer,
I would like to know if these have some collectable value, and at what age correspond proximately.
I would like to paint It but i know that make it loss value if is collectable so I would like to have that information before made any change.

I agree about the collector value, but still. Painting a bike is not worth it in most cases, and the paint on your Foremost looks really good to me. Factory paint is tougher than whatever you can do, so if you're worried about nicks and scratches, leave it because the new paint will be nicked and scratched in no time. And things like the white lines on the fenders are especially hard to redo. To top it all off, you already have a matching blue-and-white saddle. I'd say, don't paint it. Clean up the chrome with Simichrome or Brasso, and that bike will look great.

+1 Read some of the stories about paint. Most of the time, people just don't get durability out of rattle can paint, its pretty technical getting it right. Having it powder coated is an option (it would be durable), but the cost will far exceed the value when you are done.

+1 The paint looks pretty good, especially if you consider the bikes age. And although the bike isn't super valuable it is rare and will only get more so. Keeping the original paint will keep what ever value it does have. To help it out some, it wouldn't hurt to touch up the rusty areas. Lightly take the rusty spots off with some fine 0000 steel wool, prime and touch-up just those spots to preserve the bike. It will really help in the white areas. You might even get lucky and find a good match for that blue in testors model paints. You'll be amazed at what a touch up job will do. Even with a poor touch up job the bike will look great from a distance of only a couple of feet. It's not till you get closer and are looking for it that you will notice the imperfections.

Also, you'll get more bang for your buck by taking some crumpled aluminum foil and lemon juice to the chrome/metal parts (rims/chainring). You'll remove the rust and it will shine again. It's like magic.

Using the front chainwheel as a guide, I'd say it was manufactured by AMF.
