Made in France Peugeot with numerous upgrades in collectors-quality condition.
Built from lightweight double-butted steel with refined touring geometry for comfort and durability in longer rides or commutes.
Specs are below.

Frame Size: 22.5" (57cm) with 32" stand-over fitting 5'7" to 6'1".
Wheels: 27" Fiamme Milano rims laced to Normandy hubs, Campagnolo quick release skewers on front and back.
Cranks: Cotterless Sugino Mighty Competition in midnight black (Sugino bottom bracket)
Drive-Train: Shimano 600 GS rear and Suntour Cyclone front, downtube friction Power Shifters.
Brakes: Cantilever Weinmann levers run through Dura Ace cable guides to Dia Compe pulleys.
Other: Campy seat post bolt, Mafac Racer rear brake guide, and SR World Champion drop handlebars.

There is no Peugeot model by that name. It means that the bicycle has a lightweight frame and I'm sure you read it on a decal. Post better pictures and maybe we can identify it. It looks like a PA10 in the fuzzy picture, but I can't say for sure.

Only the higher end Peugeots use top tube cable clips.
