Help Finding Tubulars for ca. 1897 Safety

Posting for friend - here's what I know about the bike:
  • 1897 Transit Safety - wooden tubular rims
  • The wheel diameter is 25-1/4 in.
  • width is just over 1-1/8 inches (micrometer reads the width as 27 mm).
  • the section that the tire sits in the curve is around 20mm

He's looking for tubular tire recommendations that he can use on these wooden wheels. Here's what else he says on the topic.

"Most of the rims, especially the later one are a full 1 and 1/2 inches wide and of course deeper. These are shallow enough I think even the 22mm tires would be high enough to keep the rim from being damaged. But if there is a slightly bigger sewup available that would be the Bomb. "

The 25-1/4" diameter would appear to be about 3/4" larger than 622mm diameter rims for standard, modern "700c" tubulars. Have you tried mounting a regular 700c tubular onto it? File tread cyclocross tubulars come in up to 32mm width IF you can get one stretched onto the rim.

If 700c tires are simply too small and cannot be stretched on, perhaps you could play with fabricating sew-up from a slightly larger size (28"?) clincher tires by tediously sewing the bead together???

If no tire can be sourced or fabricated, you could probably change out the original wooden rims for slighlty smaller 622mm wooden rims which are fairly available in order to make it rideable without drasticly changing the appearance. (Just be forwarned that this of course could also kill the originality value for a serious collector).

I'll bet the 25 1/4" measurement is to the widest part of the rim, not the bed. May not really be 3/4" off of modern rims.
