Continental II Winter Build Up

I acquired, some time ago, a Continental II. It was in pretty terrible condition, so I'm repairing it into a winter bike.

As of right now, it needs a RDR (and I need to figure out how to put the stem shifters back together - if there are any tips, please), tires, handlebars, and new cables.

Tires - it has the S6 style rim, which I believe is 26inch 1 3/8. Does someone make cyclocross or more treaded urban tires for that size?

Handlebars - I was thinking something upright, maybe something like the V-O Milans. Are these appropriate for this kind of build?

Cables - will standard, cheap, off-the-interwebs cables work with my shifters and derailleurs?

Last question: Fenders. I'm looking for the cheapest ones I can find that will fit my bike. Looks doesnt matter, as they are going to be painted. Any suggestions?

Tires will be 27 x 1 1/4 and Continental IIs were only built in 1978. Walmart cables ($5 for a complete bikes worth) will work fine as will any rear derailleur you can find. Front is a bit more of a problem as the seat tube is only 1" OD and most front derailleurs are 1 1/8". Good luck with the build. Roger

Check ebay for 27" fenders. I have found the plastic Planet Bike "Freddy" fenders for about $20-25 are nice, but don't always fit 27" wheels.

I just tore down and put back together a Continental. Stem shifters were no big deal, just take a ton of pictures. The cables (at least on mine) didnt fit right, since the new cables are barrels, and the old ones are flat circles. The LBS guy said to just grind them, but I crushed them in a vice to avoid fubaring the ends on my first try.

Tires are 27 by 1x1/4.

The Walmart cables that rhenning mentions above have both barrel and flat circle ends so you can cut off what you don't need. And on that note, I use those cheapo cables a lot of the time but I never use the unlined housing that comes with them - lined housing is fairly cheap and really worth it.
