PA10, I believe. I base that on the top tube cable clips and cottered crank. I have one and I like it a lot. I don't see many of them.

The seat clamp is backwards and the stem is overextended. Typical.

The rear brake housing is ridiculously long.

+1. PA10. The decals place it late 1970s but as of 1977 it was no longer cataloged, so it should be circa 1975-1976.
