My guess is that it must be a accessory for a breaks third hand tool. How close am I?

Tire or wheel guides. Not sure what the real name is.
When you set the wheels in the dropouts they guide the tire in between the brakes to that the wheel doesn't get hung up on a brake pad. I always like the way they look, but the pads themselves need to be modern.

FM antennas. They help improve reception. Obsolete now, with the advent of mp3 players.

The wheel insertion guides are pictured at the bottom of the brake caliper. The ones on this set-up have a cream colored plastic cover.

I have not seen those in a long time. They do look classy, and I used to see them frequently on vintage racing bikes.
