Decals would put it in late 80es, early 90es right ?
I see a Tange decal, I think.
Notice how the rear triangle forks...

I agree with you time period assessment. Looks like a USA assembled Raleigh frameset, lower end model.

obviously there is at least one steel ring / 3

but the pedal are not plastic so that a good sign

I do not see a "USA" near the Raleigh but could it still be a Raleigh USA ?

My only guess was a Raleigh Big Horn (of which I have one in my garage) the Tange 5 sticker makes sense but the decals are white rather than the gold stickers on mine.
