19 bearings in Normandy hubs? Am I losing it?

19 bearings in Normandy hubs? Am I losing it?
This is going to sound dumb, but on a Normandy Luxe hub, are there 10 bearings on one side and 9 on the other?
I rebuilt a set last week and I had a final count of 19. I swallowed my pride and admitted that I must have lost one, though I was EXTREMELY careful. That one hurt my ego, but I brushed off the shoulders and went and bought another.
Today, I just disassembled my other Luxe Competition hub and guess what? 19 ball bearings. It is absolutely impossible that I lost two in the same place from the same model hubs without noticing. This time, I was even more focused.
Two possibilities:
1) The French can't count
2) I have officially lost it and am no longer qualified to work on hubs in my old age
So, which is it? Maybe this should be a poll...

If the OP did not ever serviced the hubs, then we can surely blame it on the French again!

I've seen this on many Normandy hubs (both Luxe and Sport models) during rebuild. Apparently there was no strict requirement to count the number of bearings during manufacture. I usually replace them all anyway and fill the bearing race tight, then remove one bearing.

I just rebuilt this old Cyclo derailleur and was surprised to find that the lower jockey wheel bearing race contained only three balls. The remaining space was filled with cylindrical inserts curved to fit into the race. All I can figure is that perhaps bearing balls were extremely scarce, or expensive, when this derailleur was last assembled. Perhaps it was built during WWII.
