Thanks for all the replies. Location of manufacture appears muddled USA and Japan. The 88 frame did NOT have a 'Made in Japan' sticker on it.

ILIKEBIKES summed it best with:
"I rode my 89 a few times and quickly fell in love with it, I'd like to know where it was made but its not going to kill me if I never find out. "

At this point, this is probably the best answer.

Yeah, Panasonic made good bikes in Japan. Giant made good bikes in Taiwan. Take your pick.

My 91' Does have numbers on the bottom front head lug.

Also, FWIW, the "Tange 7H" stamped into the steerer indicates it was built in October, 1987. If you don't want to remove the fork to identify whether it's a Tange or TruTemper fork, just look at the front dropout. On Tange forks, the name "Tange" should be cast into the circular part of the dropout.

So, I bought another voyageur. It is a 90 with all tange tubes and fork, sticker says made in japan, and it is stamped on the lower headlug. I'm not sure if this changes anything previously stated, just putting it out there.
