1985ish Fuji Bedford: can anyone translate serial no. P409483??? - please

Brought forward from previous post: my wife's near-new Fuji Bedford ladies 3-speed has serial number P409483 stamped just ahead of left rear axle mount, (on frame).

I've tried the Fuji s/n code site but cannot make sense of it. Can anyone please translate the serial number into build year, etc.???

I'm thinking the last, "83," may be year?
