W. German American Arrow

Picked this up at the local thrift. I don't think it has ten miles on it.

Anybody ever seen anything like it?

How about a guess on the year?

It's got a bunch of neat old French components. I guess there aren't many "Made in West Germany" bikes out there. It has a four digit serial number, so there can't be many around.

I'm going to turn this into a grocery bike for my sister. I was thinking I'd put a three speed hub on it, but it shifts so smooth I might just keep it as is. It needs new tires of course, and I don't know about those steel rims.

I can't substantiate it (no pics, sorry), but that thing has the same vibe as my "Pierce Arrow" ten speed. Parts look similar for sure, but mine has "MADE IN FRANCE" labeling.
Do you by chance have any "M" logos on your lugs/frame joints?

No markings on the lugs. The hubs and pedals have this "U" symbol, don't know what this is.
This looks very French to me, other than the "Made in W. Germany", of course.
